Former City Council member Carolyn Davis killed by drunken driver in wrong-way car accident

DALLAS – Former Dallas City Council member Carolyn Davis, 57-year-old was killed, and her 26-year-old daughter is in critical condition from her injuries sustained when their car was hit by a wrong-way driver, 36-year-old Jonathan Moore driving an SUV.
The accident happened near East Ledbetter Drive and Lancaster Road Monday night around 7:45, July 15, while Ms. Davis and her daughter were traveling to Vacation Bible School.
Moore received non-life-threatening injuries and is expected to be charged with intoxication manslaughter and intoxication assault charges once he is released from the hospital.
Court documents show Moore has a history of multiple DWI convictions and other arrests and had just completed five years of probation for drunk driving last week.
Moore’s previous DWI arrests; July 10, 2014, Moore pled guilty to a felony DWI. He was offered a plea bargain by the district attorney’s office to serve ten years in prison and probated to five years probation and a $2,000 fine. He served five full years of probation.
During Moore’s five years of probation, he was required to have an interlock device on his vehicle, a drug patch, and a portable alcohol monitor.
Moore completed his probation, July 10, 2019, only a few days before the fatal crash. All alcohol detection devices were removed on Monday just hours before he’s accused of driving drunk again.
Former council member Davis served District 7 between 2007 and 2015.
